Key Personnel

Michael Lipkin, President:

Since 2004 Michael Lipkin has served as the President of 2 Wings Risk Services. Before 2WRS Michael was the Chief Underwriting Officer for Commercial Risk Re-insurance Company that specialized in alternative market products for large commercial clients.

Michael joined Commercial Risk in 1993 after holding underwriting positions with Hanover Insurance Company and Fireman’s Fund Insurance Company. From 1989 to 1990, Michael worked at Hanover focusing on actuarial analysis of commercial and personal lines of business. In 1990 he joined Fireman’s Fund as a Senior Actuarial Analyst, where he focused on the casualty book for National Accounts.

He earned his Bachelors and Masters degrees in Mathematics at Kharkov University in Ukraine and holds an M.S. in Statistics and Operation Research from New York University.

William Harris, Managing Director:

Bill Harris joined the team at 2 Wings Risk Services in July 2024 after spending the previous two decades as a property and casualty underwriter in both insurance and reinsurance. Bill has a strong track record of primary insurance underwriting experience across a wide variety of professional and management liability products in the financial lines divisions of Chubb and Nationwide and demonstrated strong leadership skills managing the Directors & Officers National Lines group at Liberty Mutual before transitioning to reinsurance as a Property/Casualty underwriter at Partner Re.

Before joining Partner Re, Bill had played a key role in transitioning and repositioning multiple books of business following the acquisition of Ironshore by Liberty Mutual, working with claims groups at both companies to formulate a go-forward strategy that included running off unprofitable and over-levered sectors and products while maintaining a steady flow of new and renewable targeted accounts.

Throughout his career, Bill has established a reputation as a skilled and proficient underwriter, affording him a unique perspective and insight into a diverse array of commercial insurance products and solutions.

Mary Chu, Vice President, Claims:

Mary Chu joined 2 Wings Risk Services in 2024 with more than 30 years of experience in the Property & Casualty insurance industry, working extensively with insurance carriers, TPAs, and a diverse range of clients. Mary has vast technical claim knowledge and expertise in claim programs and retention mechanisms and holds the Associate in Risk Management (ARM) designation.

Mary has a multi-line claims background, handling and overseeing General Liability, Auto Liability, Property, and Professional Liability losses with an emphasis on Workers' Compensation, including Employers’ Liability, U.S. Longshore & Harbor / Jones Act, and Defense Base Act claims.

Prior work experiences included serving as a national claim liaison for Sara Lee and a global claim liaison for Halliburton. She was also a VP of Client Services with Sedgwick providing consultative advice to clients on risk management & claim management issues.

Thomas Fitzgerald, Marketing Director:

Tom Fitzgerald joined the team at 2 Wings Risk Services in May 2025 after spending the past sixteen-plus years at Safety National Casualty Corporation as the Director of Business Development and Loss Portfolio Transfer Practice Leader. Tom brings over thirty years of experience in the alternative risk space to his new position at 2 Wings. Before joining Safety National, Tom worked for Liberty Mutual, Discover Re, and as a retail broker with Gallagher.

Tom has a multi-line casualty marketing background in Workers’ Compensation, General Liability, and Automobile Liability for large loss sensitive insureds in various industries. His expertise is collaborating with clients to deliver legacy solutions, resulting in lowered risk profiles and improved financial outcomes.
